New EU Commission publication
A second report regarding a revision or amendment of the Recreational Craft Directive 2013/53/EU has been published.The much-awaited report of the EU Commission on a revision or amendment of the Recreational Craft Directive (RCD) was published last week. This already second report deals with all emission issues (air pollutants, greenhouse gases, evaporation) and design categories. The first report you can find here.
The full report, which is based on a study carried out by a contractor for the Commission, is available here. The EU Commission points out some possible ways to further develop the RCD with regard to some issues:
- With regard to air pollutants and greenhouse gases, the Commission could present legislative proposals for more demanding standards and support for low-emission propulsion technologies.
- With regard to evaporative emissions from fuel systems, the Commission will consider introducing entirely new evaporative emissions limits, following existing USA standards.
- With regard to the design categories, the Commission will not make any significant changes to the RCD, but may make smaller adjustments.
The Commission appears to be leaning towards a revision (rather than an amendment) of the RCD at a date yet to be determined.
